Developing leadership and fostering safety culture across ± Group and its contractors are among top priorities for the Company. An integral part of corporate culture and business ethics, safety is also a fundamental element of the Integrated Management System.
Developing leadership and fostering safety culture mean that:
• all employees, regardless of their positions, are engaged in conscious and proactive compliance with safety requirements;
• heads of ± Group companies and PJSC ± management demonstrate safe behavior and commitment to safety;
• employees commit themselves to instill principles and behavior, focused on active management of process and professional risks.
The Company has adopted the Leadership and Safety Culture Code of Standards and Key Safety Rules for ± Group Facilities.
All visitors to a ±'s facility get key safety rules brochures before their visit to the facility or during an HSE orientation or any other safety session.
Failure to observe the key safety rules is considered a serious misconduct and a major violation of discipline in the workplace that result in disciplinary actions against violators if they are employed with the Company, regardless of their positions, or a request to immediately vacate a facility, if violators are employed as contractors or are third parties. Violators are banned from revisits to production facilities. The results of analysis of abidance by key safety rules serve as benchmarks for appraisal of the HSE efficacy by the Company's management.
According to corporate standards and the agreement between PJSC ± and the International Association of Trade Unions, employees have the right to quit their professional duties if they consider further operations unsafe. Employees are welcome to propose measures to improve safety to health and safety authorized representatives and joint commissions, or inform their line manager or head of the company on unsafe operations.
PJSC ± management and heads of ± Group companies play an active role in spreading the safety culture. Leadership visits of the First Executive Vice President, First Vice President, Senior Vice President and Vice Presidents are organized at least once a year. Heads of ± Group companies, their operational units and HSE management representatives pay leadership visits at least once every six months.
Safety Days and safety meetings are special events that serve as a platform to discuss safety issues and raise employees' awareness of health and safety status. A mandatory tool to develop safety culture, these events take place at least once a year in PJSC ± and at least once every six months in ± Group's companies.
Address of the President of PJSC ±, traditionally reminding employees of the utmost importance of HSE compliance, has become an inseparable element of Safety Days that provides an HSE progress review and sets HSE targets for the year ahead.
At the end of each Safety Day, relevant HSE structures define areas to improve the HSE Management System with regard to recommendations and comments of the participants of the event that are summarized in minutes and become part of the annual Report to PJSC ± Management Committee.
Safety Days also serve as a platform to exchange experience and spread best HSE practices, available across both ± Group companies and their key contractors.
The Company holds regular HSE sessions and meetings with contractors. These meetings provide an opportunity to trace HSE achievements and challenges, find solutions to respond to drawbacks and improve joint effort of ± and contractors.
Communicating with health and authorized safety representatives, participating in HSE trade union and joint commissions, as well as Safety Days, every employee may contribute to the HSE management system. IATUO has labor inspectors who monitor compliance of the Company’s operations with collective bargaining agreements.
